Congress created the EB-5 Program in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors. Under a program first enacted as a pilot in 1992 and regularly reauthorized since then, investors may also qualify for EB-5 classification by investing through regional centers designated by USCIS based on proposals for promoting economic growth.
What is a Regional center?
You can invest in a direct EB-5 program, where you control everything, you run the business, and you are responsible for hiring procedures that will create at least 10 full-time jobs. Or you can invest in a regional project (usually real estate-based), where all the work is done by others, but you have the benefits.
